The National Institute for Cultural Research and Training (NIRCT), subordinated to the Ministry of Culture, is the only national institute that aims to study, research and provide statistical data in the field of culture as well as training professionals who choose a career in the field. NICRT addresses to all types of cultural organizations, regardless of the level of subordination in order to collect and disseminate statistical data to substantiate projects, and to support professional development within them.

In 2015 NIRCT has been designated for constructing the Culture Satellite Account, a statistical method which seeks to measure the field and its economic impact on a model based on Eurostat level. Starting with 2016 NIRCT is member of the European network of professionals in cultural management - ENCATC (European Network on Cultural Management and Policy) and an active member of the COMPENDIUM for Cultural Policies and Strategies - European platform for applied research supported by the EC/EricArts.

In the field of research, draw-up, monitoring and evaluation of the cultural programmes and policies, NICRT carries out applied research and studies and the most important research is the Cultural Consumption Barometer, which measures cultural practices, preferences and consumer trends in Romania.

In the field of ongoing professional training and lifelong education, NICRT is the main provider of professional training in the field of culture certified at national level, including over 30 programmes (certified courses, workshops and evaluations), which address the main occupations in the cultural field – performing arts, cultural management, library and information sciences, audio-visual, cultural heritage – and, also, emerging occupations that allow the development of new professions delivered by notorious trainers in the field of cultural competencies.
